SUMMARY:Declaration for Responsible and Intelligent Data Practice – sprint co-design
DESCRIPTION:Help us design the implementation process for the Declaration\, for anyone interested in the Declaration\, data ethics or co-design…\n\n\nWe’re delighted to welcome the Manchester-headquartered Co-operative Group as the latest supporter of the Declaration for Responsible & Intelligent Data Practice and with that\, it is able to is move into its next phase. \nThis phase will see the development of an implementation framework so that more organisations can put this shared understanding of data best practice to use. \nLike the Declaration’s 23 principles\, it will be collaboratively designed\, so that the framework represents the needs of organisations that want to work more ethically with data. \nIn Autumn 2021\, a series of design sprints will be run to develop the framework\, focussing on each of the Declaration’s themes: \n\ncommon principles\ncollecting and using data\ngood governance\nrespect for all\nsystem design\nprocurement\nsharing knowledge\nopen data\nenvironmental impact\n\nEach sprint will last two weeks with people being able to engage online. \nBefore starting the sprint series\, this session will enable us to co-design the sprints\, including their scope and sequence. \nIn this session\, Open Data Manchester will explain: \n\nWhat the Declaration for Responsible and Intelligent Data Practice is\nWhy we need a shared vision for data across Greater Manchester\nHow it was developed and what the next steps are\n\nThere’ll also be time to answer any other questions you might have. We will then work together to shape the sprint process. \nAbout the Declaration \nThe Declaration was co-designed over the 18 months to September 2020 with the generous support and expertise of practitioners from public\, private\, academic\, civil-society and voluntary organisations. \nIt’s aim is to act not only as a statement of intent\, but also as a means for developing and maintaining best practice in Greater Manchester. \nBecause it was created as part of a collaborative and deliberative process\, it offers a common vision for what best practice in data for Greater Manchester\, and everywhere\, should look like. \nIts aim is to act not only as a statement of intent\, like the ‘first do no harm’ principle found in medical ethics\, but also as a means for developing and maintaining best practice. \nAbout Open Data Manchester CIC \nOpen Data Manchester is a not-for-profit formed from a diverse group of open data advocates in 2010 that supports organisations to release data and helps people use it. \nWhether working in partnership or on standalone programmes\, we promote good data practice through expert advice\, strong advocacy\, participatory events\, state-of-the-art research\, technical support and interactive training. \nopendatamanchester.org.uk

SUMMARY:Open:Data:Night – Understanding where we live through data
DESCRIPTION:Looking at some of the tools and data available for understanding your local area…\n\n\nThere is now doubt that data has revolutionised the way that public policy is developed\, how local needs are identified and community services delivered. \nYet\, data should be more than a tool for management – and there are now many initiatives and organisations from across public and private sectors\, academia and civil society – that are developing tools to enable anyone to understand more about the places around them. \nWe’ll be joined by Sophie Wozmirska\, Community Wellbeing Index Lead at the Cooperative Group\, who will be introducing this UK-wide project that maps 28\,000 communities to give insight about what’s important to people in these local communities. \nSophie will be joined by Chris Pope\, Principal for Digital Analytics at the Greater Manchester Combined Authority\, who will showcase the different types of data that can be found on MappingGM\, from infrastructure to demographics. \nMore speakers to be announced!

SUMMARY:Open:Data:Night – Another Country – alternative geographies of experience and being
DESCRIPTION:An exploration of how we view place – outside the quantified realm of indices\, heat maps and formal geographies\n\n\n\n\n\n\n\nWhere would we have got to without maps? Traditionally\, they were printed on paper\, used in guide books and for navigating the countryside. Now\, they’re more commonly experienced through digital devices\, as part of a SatNav system or helpful graphics\, perhaps more likely to guide us to leisure and shopping opportunities. \nBut maps are only an abstraction of reality – seen through the eyes of the cartographer or surveyor. What they portray\, through weight of line\, choice of colour or symbol\, is designed to efficiently convey space in a mostly two-dimensional way. Yet\, the places that we live\, work and play are richer – they are imbued with history\, cultural references and our own individual experiences. \nAnother country – alternative geographies of experience and being is a chance to hear from three fabulous speakers\, each with their own rich perspective\, methods and techniques for navigating space and time. \nMarkus Hetheier is an electronic music producer\, sound artist and researcher. When wearing his electronic music hat\, he performs under the stage name Industries\, which links the post-industrial past of his German hometown to his current home of Manchester. As a sound artist\, he has an interest in soundwalks and field recordings\, and collaborates across disciplines and media. \nDr Morag Rose is a walking artist\, activist and academic. In 2006\, she founded The LRM (Loiterers Resistance Movement)\, a Manchester-based psychogeographical collective. They wander together on the first Sunday of every month – to connect with\, question and remap Manchester\, making creative mischief in the city and beyond. Her research explores Feminist psychogeographies\, radical histories and women’s diverse experiences of walking. \nDr Andrew Rumsey is Bishop of Ramsbury in the diocese of Salisbury in England. As well as a theologian\, he is a musician and author of Parish – An Anglican theology of place. The Parish has huge importance in British geography – while many view it as an administrative boundary\, its significance is deeper – imbued with history\, tradition and belonging. \nRegister on Eventbrite here. \nImportant information: \nThis event will take place online via Zoom. We will send out a link to join the session on the morning of the event and 30 minutes before the start time. \nThe talks will be recorded and made available online. \nOpen Data Manchester is an inclusive community – everyone is welcome. Please take a minute to read our community code of conduct. \nIf you have any questions\, have any accessibility needs\, or would like to get involved in future events\,get in touch. \n\n\n\nImage: Aadil Nagdawala

SUMMARY:Our Streets Chorlton's 'Data Champions' – traffic data collection training
DESCRIPTION:As part of Our Streets Chorlton\, Open Data Manchester will be carrying out data monitoring and collection\, including air quality measurements and traffic surveys. \nWe are helping to form a local group of ‘Data Champions‘\, as part of the wider Our Street Chorlton Champions group development\, to help carry out traffic surveys\, along with other community data collection. These traffic surveys will help us to collect baseline data throughout the initial year-long Our Streets Chorlton project. \nIf you’re a resident of the Chorlton area and are up for taking an active part in the collection of traffic data\, then we’re running a series of training sessions in June\, to contribute to our collection days in June and July. \nThe training sessions will cover: \n\nCounting traffic data using an electronic device.\nCounting traffic data without a smart device (ie pen and paper).\nBest practice for collection\, including COVID safety.\n\nWe will then be carrying our a traffic survey on on Burrows Avenue on Thursday 16 September. Don’t worry if you can’t make this date – there’ll be other opportunities to take part! \nRegister on Eventbrite here. \nIf you are interested in taking part but cannot attend these workshops please email Sam Milsom sam[@]opendatamanchester[.]org[.]uk. \nWhat is Our Streets Chorlton? \nOur Streets Chorlton is a 12-month\, community-led project to understand how to help decrease carbon emissions by enabling Chorlton people to reduce local and short car journeys. We are here to support Chorlton on its journey to tackle climate change. \nWe want to co-develop our project with the whole Chorlton community so that together\, we can share a greener\, cleaner\, less polluted and congested place to live\, work\, rest\, learn and play. \nThe community engagement project is supporting the development of local champions in and around Chorlton with areas of people’s interest; schools\, climate action and data gathering. \nIf you are interested in any of the areas and getting more involved\, get in touch hello@ourstreetschorlton.co.uk.

SUMMARY:Open:Data:Night – People-powered Data Governance **postponed**
DESCRIPTION:How to put the people into data-governance design processes – and why we need systems designed by and for everyone \nOpen Data Manchester has spent 10 years convening as a community of individuals and organisations that believe data is important\, and want it to be used for the benefit of people\, places and the planet. \nWe’re starting the ‘Autumn term’ with an Open:Data:Night that will frame some of the biggest challenges we’ve heard from those working towards these ideals\, as well as exploring the latest work being done to overcome them\, particularly in the collaborative development of the Declaration for Responsible and Intelligent Data Practice. \nRegister on Eventbrite here. \nImportant information: \nThis event will take place online via Zoom. SUMMARY:A new direction? A community response to the government's data reform plans
DESCRIPTION:A workshop to develop responses to the UK government’s new data consultation – closing on 19 November 2021.\n\n\n\n\n\n\n\nOn the 10 September 2021\, the UK government opened the Data: a new direction consultation. \nThe 144-page document asks 179 questions that will inform the government as it sets about to reform the UK’s data practices\, along with any underlying legislation that will enable it. \nThe consultation is ‘pro-growth’\, with discussions focussed on streamlining processes and addressing inhibitors to innovation in data practice\, balanced by safeguarding personal data and minimising harms. \nThe document suggests there will be reform to existing data and digital legislation\, such as the Data Protection Act 2018 and UK GDPR\, and outlines a divergence from European data legislation and more alignment with that of Singapore\, Australia and Canada. \nThe consultation asks contributors to say to what extent they believe this should happen and what mechanisms would need to be in place to enable it. \nA new direction? A community response\nThis is a far-reaching consultation – its length and breadth is intimidating\, even to those who work in data – so we’d like to invite you to a workshop on *Monday 11 October 6.30pm to 8pm* where we’ll work together to understand its contents and develop our own responses. \nA new direction? A community response will take a group-working format\, so that people can look into and discuss the parts of the consultation that are most relevant to them. \nIt is open to all people who use or are affected by data – which is basically everyone – so do send along the invitation to anyone you think may want to come along. \nWe hope that through the event people will understand the consultation process and feel confident to respond themselves. It will also help to develop Open Data Manchester’s response too. \nAttendees will be emailed a Zoom link to the event on Friday 8 October. \nRegister on Eventbrite here.

SUMMARY:Co-designing the Plastics Packaging Portal – share your value-chain expertise
DESCRIPTION:These workshops are part of our new Plastics Packaging Portal (PPP) project and have been design to help us get a better understanding of the data processes that happen along the plastic-packaging value chain. \nThese stakeholder workshops are for anyone involved in the plastic-packaging value chain. You might be from: \n\na manufacturer / producer\na local authority\na retailer\na brand\na compliance scheme\na materials reprocessor or recycler\na waste management company\n\nWe want to understand all of the steps in the value chain\, what data is collected at each one and what is passed onto the next. We’re keen to find out where this process is challenging and what the sensitivities are around it. In addition to that\, we would like to discuss Extended Producer Responsibility and understand any concerns around it. \nThe PPP Project is funded by Innovate UK and is a collaborative project led by OPRL with Open Data Manchester\, Dsposal\, RECOUP and Ecosurety. The project will: \n\ndevelop an open standard for plastic packaging data\nextend the Open3R household waste recycling centre data standard\ndevelop online portals to streamline the collection of these two datasets\, enable them to be linked and improve access to this data for all along the plastic packaging value chain.\n\nWorkshops have a limited number of participants\, but there are five workshops in total. \nHead over to Eventbrite to register. Please choose a date from the dropdown list and then click the ‘Register’ button. If a date gets filled\, tickets will no longer be available. We hope you can find a date to join us. Get in touch with us if you’re having any problems. \nThank you so much for your interest and we look forward to seeing you at one of our workshops soon!

SUMMARY:Countdown to COP26 – environmental action powered by data
DESCRIPTION:It might be easy right now to think all our environmental challenges will be solved by ‘reducing emissions’ – but that’s only the start\, or part of\, the problem. \nSo\, ahead of COP26 in Glasgow\, we’re convening a positive conversation with people who are tackling these many\, complex issues\, from local to global efforts\, and using data to support their work. \nJoin us to hear from: \nProfessor Simon Caporn\, Professor of Ecology and Environment Department of Natural Sciences at Manchester Metropolitan University\, on his work with the Lancashire Wildlife Trust collecting data on the carbon balance of Manchester’s peatlands. \nDr Adelina Mensah\, a Senior Research Fellow at the Institute for Environment and Sanitation Studies at the University of Ghana\, talking about the work she’s done in communities locally to help them capture and share water data\, helping them prepare for floods. \nGeorge Coombs from Our Streets Chorlton\, who’s on the ground in his local Manchester community supporting others to understand how collecting data about where you live can help make the case for change. \nSophie Walker\, COO of Dsposal\, who’s working to improve data about waste\, so we can make better decisions about how we reduce\, reuse and recycle. \nRegister for your free ticket here. \nIf you have any questions\, have any accessibility needs\, or would like to get involved in future events\, get in touch.

SUMMARY:Have your say on UK data reform and help the GMCA respond too – three new workshops
DESCRIPTION:After a successful pilot event delving into the government’s far-reaching\, ‘pro-growth’ plan for UK data reform – we’re working with the Greater Manchester Combined Authority to get more people involved. \nOn the 10 September 2021\, the UK government opened the Data: A New Direction consultation. The 144-page document asks 180 questions that will inform the government as it sets out to reform the UK’s data practices\, along with any underlying legislation that will enable it. \nThe consultation is ‘pro-growth’\, with discussions focussed on streamlining processes and addressing inhibitors to innovation\, balanced by safeguarding personal data and minimising harms. \nThe consultation asks contributors to say to what extent they believe these many changes should be made and what mechanisms would need to be in place to make them happen. \nThis is a far-reaching consultation – its length and breadth is intimidating\, even to those who work in data – so we’re inviting people to a series of workshops where we’ll work together to understand its contents. \nThrough the events\, people will get to grips with the consultation process and should feel confident to respond themselves. It will also help the Greater Manchester Combined Authority develop its response too. \nWe are running three workshops\, looking at the following questions. \nData Reform for Innovation and Growth – Monday 1 November\, 2pm to 4pm (GMT)\nBarriers to innovation is one of the key areas being considered as part of the consultation and questions arising from the government’s plans include: \n\nWhat are the opportunities and challenges of moving from the current ‘accountability framework’ to a risk-based ‘privacy management programme’?\nHow should we clarify the rules around the use of personal data for research?\nHow will the government’s plan to reduce the barriers to international data transfer impact on businesses?\n\nData Reform for Better Public Services – Tuesday 2 November\, 2pm to 4pm (GMT)\nData use within our public services is a considerable part of the consultation and questions arising from the plans include: \n\nHow would extending the Digital Economy Act improve outcomes for businesses\, as well as for individuals and households?\nCan compulsory reporting on the use of algorithms within public services build trust?\nWhat do private companies and organisations need in order to process data on behalf of public services in an emergency?\n\nData: A New Direction – wider discussion and response development – Wednesday 3 November\, 6.30pm to 8pm (GMT)\n\nTopics of concern\nDeveloping responses to the consultation\n\nYou can register for each one separately on the Eventbrite page here. \nThe workshops are convened by Open Data Manchester CIC with contributions from the GMCA Information Governance team and Department of Digital\, Culture\, Media and Sport’s National Data Strategy team. \nPlease note that a Zoom link will be sent out to registered attendees at midday before each workshop. \nThe deadline for submissions to the consultation on UK data reform is 19 November 2021.

SUMMARY:Our Streets Chorlton – exploring traffic on Egerton Road North
DESCRIPTION:As part of Our Streets Chorlton\, Open Data Manchester has been carrying out data monitoring and collection\, including local air-quality measurements and traffic surveys. \nSome of this data has come from external sources such as Transport for Greater Manchester or Manchester Urban Observatory\, but much has come from the Chorlton community itself\, including road-side traffic surveys\, a network of automatic traffic counters and air quality sensors. \nJoin us for a friendly and informal chat\, where we’ll explore some of the data about Chorlton that we’ve been gathering and exploring\, what it tells us (and\, perhaps\, what it doesn’t). \nEach month we’ll explore some different information\, present some recent data and then have plenty of time to chat and ask any questions. \nIn this session\, we’ll take a look at some of the results of the manual traffic counts carried out on Egerton Road North by our volunteer team of Data Champions. \nThese sessions are open to everyone – whether you’ve taken part in the Our Streets Chorlton project or not\, whether you live locally or elsewhere\, whether you’re a data expert or simply interested in finding out a bit more about where you live. \nRegister for a free ticket here. \n—- \nOur Streets Chorlton is a community-led project which aims to understand how to help decrease carbon emissions by enabling Chorlton people to reduce local and short car journeys. \nOpen Data Manchester is a not-for-profit that aims to create a fairer world built on responsible and intelligent data use – and helps people\, organisations and communities make that happen. \nImportant information: \nThis event will take place online via Zoom. \nA summary of the discussion and any relevant data will be made available on the Our Streets Chorlton blog as soon as possible after the event. \nOpen Data Manchester is an inclusive community – everyone is welcome. Please take a minute to read our community code of conduct. \nIf you have any questions\, have any accessibility needs\, or would like to get involved in future events\, get in touch.

SUMMARY:Reforming the Human Rights Act: what does it mean for data?
DESCRIPTION:The Human Rights Act (1998) is a piece of legislation that defines and protects many of our most basic rights and civil liberties today – from the right to life\, to freedom from torture. \nIt evolved out of the struggles and conflicts of the 20th Century and brings to life the United Nations’ Universal Declaration of Human Rights (1948) and the subsequent European Convention on Human Rights (1953)\, a treaty between 47 members of the Council of Europe. The ECHR’s 18 articles and later protocols aimed to secure people’s rights so that governments could never again abuse or dehumanise people\, or act without fear of the consequences. \nLike the government’s Data: A New Direction consultation on the future of data laws in the UK\, for which we held a community consultation with the Greater Manchester Combined Authority\, the new Human Rights Act Reform: A Modern Bill of Rights consultation is long\, broad and dense. \nWe know that many pieces of legislation\, such as the Equalities Act (2012) and the UK General Data Protection Regulation (2018)\, are underpinned by the Human Rights Act\, so any changes will have potentially far-reaching implications regarding how data is used. \nMore broadly\, such changes will have an effect on us all and it is vitally important that a broad range of voices are heard in this debate. \nTo focus the task at hand\, this workshop will help us consider ‘Article 8’ of the Human Rights Act – the ‘right to respect for your private and family life’ – its influence on current data practice and how any changes could affect this\, both positively and negatively. \nThe workshop will: \n\nhighlight relevant questions within the consultation\noffer a forum for people to discuss the impacts of the proposed changes\nguide people through responding to the consultation process\n\nRegister for your free ticket here. \nThe consultation closes at 11:59pm on 8 March 2022.

SUMMARY:Help co-design a Community Data Handbook – open session
DESCRIPTION:Over the past year\, Open Data Manchester has been carrying out community-led data collection\, including local traffic counting and air-quality monitoring as part of Our Streets Chorlton. \nA group of local ‘Data Champions’ has been formed\, with more than 40 residents taking part in the programme\, including participating in design workshops\, training\, data collection and monthly meetups where we explore some of the data collected. \nA number of resources\, toolkits and training materials have been developed as part of the programme\, and we’re now bringing these together into an open ‘Community Data Handbook’. \nIn this co-design workshop\, we’ll review the materials we have produced\, then see how we might adapt and improve them so that any group of residents or community group can make use of them. \nQuestions we may explore include: \n\nWhat is missing?\nWhat other resources would be useful?\nHow can we make the handbook as accessible and easy-to-use as possible?\n\nThis session is aimed at anyone with an interest in helping to develop open tools for communities to collect\, use and understand data about where they live. \nYou don’t need to be a ‘data person’ or expert to participate – we want to hear from as many people as possible! If you’re unsure whether this is right for you\, or have any other questions\, email sam[at]opendatamanchester[.]org[.]uk. \nRegister for a free ticket here. \n— \nOpen Data Manchester is a not-for-profit that aims to create a fairer world built on responsible and intelligent data use – and helps people\, organisations and communities make that happen.

SUMMARY:Open:Data:Night – plastics – from vilified problem to valued resource?
DESCRIPTION:Since Blue Planet II\, plastic packaging and single-use plastics have made their way up the list of environmental challenges that people want tackling. \nSome items have already been banned\, more restrictions have been proposed\, and there’s growing pressure from consumers for brands and retailers to switch to other materials. \nWe may all agree that plastics in our oceans and other environments are a significant problem. But plastic packaging also has a positive part to play in areas like reducing food waste and protecting our health. \nSo how do we make the most of the good and minimise the bad? \nRight now in the UK\, a raft of measures are being considered that will cause a huge shift across the entire packaging industry – and all those connected to it. These include a plastics tax\, changes to producer-responsibility rules and improvements to local council recycling. \nMany of these will rely on good quality data – but does it exist – and how can it help? \nJoin us for an evening of expert speakers who will shed light on the ways that data can help us all lessen the negative impact of plastics – by making packaging more sustainable\, increasing recycling rates and highlighting where gaps in services exist. \nWhether you’re a packaging professional\, an amateur environmentalist or you’re just interested in discovering data\, we’re sure you’ll enjoy these presentations\, and we’ll have plenty of time for Q&A. \n  \nSpeakers: \nProfessor Michael Shaver – Director of Sustainable Futures\, Director of Sustainable Materials Innovation Hub\, Professor of Polymer Science\, Henry Royce Institute\, University of Manchester. \nJane Skelton – Commercial Manager\, OPRL\, the UK’s most widely recognised recycling label scheme for packaging. \nJamie Dumayne – PhD candidate\, University of Lancaster\, and Data Research Intern at Your Dsposal. \nDebbie Clarke and Corrina O’Brien – from Manchester’s worker-owned Unicorn Grocery. \n  \nRegister here for a free ticket. \n  \nImportant information: \nThis event will take place online via Zoom. We will send out a link to join the session on the morning of the event and 30 minutes before the start time. \nThe talks will be recorded and made available online. \nOpen Data Manchester is an inclusive community – everyone is welcome. Please take a minute to read our community code of conduct. \nIf you have any questions\, have any accessibility needs\, or would like to get involved in future events\, get in touch.

SUMMARY:Data Cooperatives Working Group - May 2022
DESCRIPTION:Open Data Manchester has been championing the development of data cooperatives that can collect\, use and share data on behalf of their members for some time. \nThe use of a cooperative structure that acts in a trustworthy\, responsible and sustainable way\, and aligns with its members’ interests and experience\, is gaining more interest around the globe. \nOver the past twelve months ODM and the Aapti Institute in Bangalore have been hosting the Data Cooperative Working Group. \nIt is an international collection of practitioners and academics who are exploring how data cooperatives work\, and what is needed to build them and make them work. \nEvery meeting has a topic of focus\, with everything shared openly. If you are interested in looking at how the working group is developing\, the project log can be found here – Data Cooperatives Working Group progress log. \nLast time\, researchers from Liverpool\, London and Washington D.C joined us to discuss the notion of ‘in transparency we trust’\, including the practicalities of designing trusted\, cooperative data systems. \nThe meetings are open and free\, and if you are interested in participating or want more information send an email to hello@opendatamanchester.org.uk.
