DESCRIPTION:These workshops are part of our new Plastics Packaging Portal (PPP) project and have been design to help us get a better understanding of the data processes that happen along the plastic-packaging value chain. \nThese stakeholder workshops are for anyone involved in the plastic-packaging value chain. You might be from: \n\na manufacturer / producer\na local authority\na retailer\na brand\na compliance scheme\na materials reprocessor or recycler\na waste management company\n\nWe want to understand all of the steps in the value chain\, what data is collected at each one and what is passed onto the next. We’re keen to find out where this process is challenging and what the sensitivities are around it. In addition to that\, we would like to discuss Extended Producer Responsibility and understand any concerns around it. \nThe PPP Project is funded by Innovate UK and is a collaborative project led by OPRL with Open Data Manchester\, Dsposal\, RECOUP and Ecosurety. DESCRIPTION:After a successful pilot event delving into the government’s far-reaching\, ‘pro-growth’ plan for UK data reform – we’re working with the Greater Manchester Combined Authority to get more people involved. \nOn the 10 September 2021\, the UK government opened the Data: A New Direction consultation. The 144-page document asks 180 questions that will inform the government as it sets out to reform the UK’s data practices\, along with any underlying legislation that will enable it. \nThe consultation is ‘pro-growth’\, with discussions focussed on streamlining processes and addressing inhibitors to innovation\, balanced by safeguarding personal data and minimising harms. \nThe consultation asks contributors to say to what extent they believe these many changes should be made and what mechanisms would need to be in place to make them happen. \nThis is a far-reaching consultation – its length and breadth is intimidating\, even to those who work in data – so we’re inviting people to a series of workshops where we’ll work together to understand its contents. \nThrough the events\, people will get to grips with the consultation process and should feel confident to respond themselves. It will also help the Greater Manchester Combined Authority develop its response too. \nWe are running three workshops\, looking at the following questions. \nData Reform for Innovation and Growth – Monday 1 November\, 2pm to 4pm (GMT)\nBarriers to innovation is one of the key areas being considered as part of the consultation and questions arising from the government’s plans include: \n\nWhat are the opportunities and challenges of moving from the current ‘accountability framework’ to a risk-based ‘privacy management programme’?\nHow should we clarify the rules around the use of personal data for research?\nHow will the government’s plan to reduce the barriers to international data transfer impact on businesses?\n\nData Reform for Better Public Services – Tuesday 2 November\, 2pm to 4pm (GMT)\nData use within our public services is a considerable part of the consultation and questions arising from the plans include: \n\nHow would extending the Digital Economy Act improve outcomes for businesses\, as well as for individuals and households?\nCan compulsory reporting on the use of algorithms within public services build trust?\nWhat do private companies and organisations need in order to process data on behalf of public services in an emergency?\n\nData: A New Direction – wider discussion and response development – Wednesday 3 November\, 6.30pm to 8pm (GMT)\n\nTopics of concern\nDeveloping responses to the consultation\n\nYou can register for each one separately on the Eventbrite page here. \nThe workshops are convened by Open Data Manchester CIC with contributions from the GMCA Information Governance team and Department of Digital\, Culture\, Media and Sport’s National Data Strategy team. \nPlease note that a Zoom link will be sent out to registered attendees at midday before each workshop. \nThe deadline for submissions to the consultation on UK data reform is 19 November 2021.

DESCRIPTION:It might be easy right now to think all our environmental challenges will be solved by ‘reducing emissions’ – but that’s only the start\, or part of\, the problem. \nSo\, ahead of COP26 in Glasgow\, we’re convening a positive conversation with people who are tackling these many\, complex issues\, from local to global efforts\, and using data to support their work. \nJoin us to hear from: \nProfessor Simon Caporn\, Professor of Ecology and Environment Department of Natural Sciences at Manchester Metropolitan University\, on his work with the Lancashire Wildlife Trust collecting data on the carbon balance of Manchester’s peatlands. \nDr Adelina Mensah\, a Senior Research Fellow at the Institute for Environment and Sanitation Studies at the University of Ghana\, talking about the work she’s done in communities locally to help them capture and share water data\, helping them prepare for floods. \nGeorge Coombs from Our Streets Chorlton\, who’s on the ground in his local Manchester community supporting others to understand how collecting data about where you live can help make the case for change. \nSophie Walker\, COO of Dsposal\, who’s working to improve data about waste\, so we can make better decisions about how we reduce\, reuse and recycle. \nRegister for your free ticket here. \nImportant information: \nThis event will take place online via Zoom. SUMMARY:A new direction? A community response to the government's data reform plans
DESCRIPTION:A workshop to develop responses to the UK government’s new data consultation – closing on 19 November 2021.\n\n\n\n\n\n\n\nOn the 10 September 2021\, the UK government opened the Data: a new direction consultation. \nThe 144-page document asks 179 questions that will inform the government as it sets about to reform the UK’s data practices\, along with any underlying legislation that will enable it. \nThe consultation is ‘pro-growth’\, with discussions focussed on streamlining processes and addressing inhibitors to innovation in data practice\, balanced by safeguarding personal data and minimising harms. \nThe document suggests there will be reform to existing data and digital legislation\, such as the Data Protection Act 2018 and UK GDPR\, and outlines a divergence from European data legislation and more alignment with that of Singapore\, Australia and Canada. \nThe consultation asks contributors to say to what extent they believe this should happen and what mechanisms would need to be in place to enable it. \nA new direction? A community response\nThis is a far-reaching consultation – its length and breadth is intimidating\, even to those who work in data – so we’d like to invite you to a workshop on *Monday 11 October 6.30pm to 8pm* where we’ll work together to understand its contents and develop our own responses. \nA new direction? A community response will take a group-working format\, so that people can look into and discuss the parts of the consultation that are most relevant to them. \nIt is open to all people who use or are affected by data – which is basically everyone – so do send along the invitation to anyone you think may want to come along. \nWe hope that through the event people will understand the consultation process and feel confident to respond themselves. DESCRIPTION:As part of Our Streets Chorlton\, Open Data Manchester will be carrying out data monitoring and collection\, including air quality measurements and traffic surveys. \nWe are helping to form a local group of ‘Data Champions‘\, as part of the wider Our Street Chorlton Champions group development\, to help carry out traffic surveys\, along with other community data collection. These traffic surveys will help us to collect baseline data throughout the initial year-long Our Streets Chorlton project. \nIf you’re a resident of the Chorlton area and are up for taking an active part in the collection of traffic data\, then we’re running a series of training sessions in June\, to contribute to our collection days in June and July. \nThe training sessions will cover: \n\nCounting traffic data using an electronic device.\nCounting traffic data without a smart device (ie pen and paper).\nBest practice for collection\, including COVID safety.\n\nWe will then be carrying our a traffic survey on on Burrows Avenue on Thursday 16 September. SUMMARY:Open:Data:Night – Another Country – alternative geographies of experience and being
DESCRIPTION:An exploration of how we view place – outside the quantified realm of indices\, heat maps and formal geographies\n\n\n\n\n\n\n\nWhere would we have got to without maps? Traditionally\, they were printed on paper\, used in guide books and for navigating the countryside. Now\, they’re more commonly experienced through digital devices\, as part of a SatNav system or helpful graphics\, perhaps more likely to guide us to leisure and shopping opportunities. \nBut maps are only an abstraction of reality – seen through the eyes of the cartographer or surveyor. What they portray\, through weight of line\, choice of colour or symbol\, is designed to efficiently convey space in a mostly two-dimensional way. Yet\, the places that we live\, work and play are richer – they are imbued with history\, cultural references and our own individual experiences. \nAnother country – alternative geographies of experience and being is a chance to hear from three fabulous speakers\, each with their own rich perspective\, methods and techniques for navigating space and time. \nMarkus Hetheier is an electronic music producer\, sound artist and researcher. When wearing his electronic music hat\, he performs under the stage name Industries\, which links the post-industrial past of his German hometown to his current home of Manchester. As a sound artist\, he has an interest in soundwalks and field recordings\, and collaborates across disciplines and media. \nDr Morag Rose is a walking artist\, activist and academic. In 2006\, she founded The LRM (Loiterers Resistance Movement)\, a Manchester-based psychogeographical collective. They wander together on the first Sunday of every month – to connect with\, question and remap Manchester\, making creative mischief in the city and beyond. Her research explores Feminist psychogeographies\, radical histories and women’s diverse experiences of walking. \nDr Andrew Rumsey is Bishop of Ramsbury in the diocese of Salisbury in England. As well as a theologian\, he is a musician and author of Parish – An Anglican theology of place. DESCRIPTION:Help us design the implementation process for the Declaration\, for anyone interested in the Declaration\, data ethics or co-design…\n\n\nWe’re delighted to welcome the Manchester-headquartered Co-operative Group as the latest supporter of the Declaration for Responsible & Intelligent Data Practice and with that\, it is able to is move into its next phase. \nThis phase will see the development of an implementation framework so that more organisations can put this shared understanding of data best practice to use. \nLike the Declaration’s 23 principles\, it will be collaboratively designed\, so that the framework represents the needs of organisations that want to work more ethically with data. \nIn Autumn 2021\, a series of design sprints will be run to develop the framework\, focussing on each of the Declaration’s themes: \n\ncommon principles\ncollecting and using data\ngood governance\nrespect for all\nsystem design\nprocurement\nsharing knowledge\nopen data\nenvironmental impact\n\nEach sprint will last two weeks with people being able to engage online. \nBefore starting the sprint series\, this session will enable us to co-design the sprints\, including their scope and sequence. \nIn this session\, Open Data Manchester will explain: \n\nWhat the Declaration for Responsible and Intelligent Data Practice is\nWhy we need a shared vision for data across Greater Manchester\nHow it was developed and what the next steps are\n\nThere’ll also be time to answer any other questions you might have. SUMMARY:How to build a data cooperative
DESCRIPTION:…and can they give us more control over our data?\n\n\nWe know that increasing amounts of data exist identifying who we are and what we do\, much of which is controlled and used by private companies\, so there is growing interest in finding alternatives. \nData cooperatives are a form of data custodianship that can help communities collect\, pool and share their data for collective good\, and allow people to have more control over the data that they create. \nThe concept is a simple one\, where members agree to pool their data and that this is shared with others based  the on agreement of the cooperative.  \nThis sharing can be altruistic\, further a particular cause\, or return economic value. Although conceptually simple\, working examples are few and far between. \nOpen Data Manchester has spent the past year developing such a model for small energy cooperatives in partnership with Manchester-based Carbon Coop\, supported by the ODI’s Data Infrastructure Stimulus Fund\, and will share its findings. \nThe event will also look at how data cooperatives are developing around the world with contributions from:  \n\nAstha Kapoor\, co-founder of the Aapti Institute\, Bangalore \nHays Witt\, CEO of Drivers Seat Cooperative\, US \nJulian Tait from Open Data Manchester\nChaired by Anouk Ruhaak\, Mozilla Fellow\n\nPlease not due to timezone differences this event will take place at 16.00 GMT rather our usual evening slot.

DESCRIPTION:Part of the Declaration for Responsible and Intelligent Data Practice\, ODM presents the Politics\, Policy and the Algorithm series.\n\n\nA new series of three public events where local\, national and international experts will delve into some of the huge questions we must ask ourselves in a world that’s increasingly data-driven. \nAlgorithms and automated decision-making have been with us for years\, especially in industrial systems where a condition can be met with a predetermined response. \nComputers are very good at handling these tasks\, where the parameters are coded and the outputs of those processes often manifest themselves physically – an aircraft maintains altitude\, a biscuit achieves consistent taste\, an emergency pumping station pumps water. \nBut more and more automated decisions are being used to manage social issues\, where the output of algorithms can determine if someone gets a home\, the right grades or a visa. \n\nCan we trust automated decision-making systems to make the right decisions\nHow can we ensure that they are doing what they have been designed to do\nWhat is the place of these processes in times of crisis?\n\nAs part of the ongoing development of the Declaration for Responsible and Intelligent Data Practice\, ODM presents Politics\, Policy and the Algorithm\, a series of discussions that will explore these questions. \nPolicy and service delivery – 23 February – 6.30pm to 8.00pm (GMT)  \nThe first in the PPA series will look at the use of Artificial Intelligence and automated decision-making systems in the development of policy and service delivery\, what they are being used for\, what they enable us to do\, the decision process that enables these systems to be used\, and the challenges faced.  \nHear from Tom Forth from The Data City and Tom McNeil\, Strategic Advisor to the Police & Crime Commissioner and Ethics Committee member of the West Midlands Police\, chaired by Natalie Jameson\, CEO of the Heroworx Institute \nBias\, design and implementation – 2 March – 6.30pm to 8.00pm (GMT)  \nThis discussion will explore the impact of the bad implementation of Artificial Intelligence and automated decision-making systems\, whether these problems are avoidable or if it is an inherent characteristic\, especially when these technologies become a manifestation of a broader policy objective\, and whether automated assessment processes are intrinsically fair.  \nHear from Chai Patel\, Legal Policy Director at the Joint Council for the Welfare of Immigrants\, Isabel Nisbet\, author of ‘Is Assessment Fair?’ and founding CEO of OfQual\, Amos Toh\, Senior Researcher for AI and Human Rights at Human Rights Watch. \nThe session will be chaired by Jane Eckford\, Board Director of Open Data Manchester. \nScrutiny and accountability – 23 March – 6.30pm to 8.00pm (GMT)  \nThis discussion looks at how\, if Artificial Intelligence and automated decision-making are going to be implemented\, can these systems can be understood and policed. How do we make these systems legible and what are the limits of accountability and liability in ADM systems? \nThe panel is made up of Jeanette Hofmann\, Head of Politics of Digitalisation at the Berlin Social Science Center (WZB)\, Nicolas Kayser-Bril\, Reporter at Algorithm Watch\, Keeley Crockett\, Professor of Computational Intelligence at Manchester Metropolitan University. \nThe session will be chaired by Peter Wells\, former Head of Policy for the Open Data Institute.

SUMMARY:Introducing the Declaration for Responsible and Intelligent Data Practice
DESCRIPTION:Find out what the Declaration is\, why we need one\, what are the next steps\, and how you can get involved.\n\n\n\nIn a world awash with data\, the ability to make the right decisions regarding the use of data becomes increasingly more complex and difficult. Our capacity to create\, collect and analyse data from disparate sources\, using advances such as machine learning and artificial intelligence\, creates challenges that are not only technical\, but legal and ethical too. \nCo-designed by Open Data Manchester with expert practitioners from public\, private\, academic\, civil-society and voluntary organisations\, the Declaration for Responsible and Intelligent Data Practice seeks to differentiate ‘the good’ from ‘the bad’ among those that use data. \nIn these sessions\, Open Data Manchester’s CEO Julian Tait will explore: \n\nWhat the Declaration for Responsible and Intelligent Data Practice is\nWhy we need a shared vision for data across Greater Manchester\nHow it was developed and what the next steps are\nHow you can get involved.\n\nThere’ll also be time to answer any other questions you might have. \nRead the Declaration. \nNote – this is a repeat of the events we previously held in October and will cover the same conent. \nAbout the Declaration \nThe Declaration was co-designed over the 18 months to September 2020 with the generous support and expertise of practitioners from public\, private\, academic\, civil-society and voluntary organisations. \nIt’s aim is to act not only as a statement of intent\, but also as a means for developing and maintaining best practice in Greater Manchester. \nBecause it was created as part of a collaborative and deliberative process\, it offers a common vision for what best practice in data for Greater Manchester\, and everywhere\, should look like. \nIts aim is to act not only as a statement of intent\, like the ‘first do no harm’ principle found in medical ethics\, but also as a means for developing and maintaining best practice. \nAbout Open Data Manchester CIC \nOpen Data Manchester is a not-for-profit formed from a diverse group of open data advocates in 2010 that supports organisations to release data and helps people use it. \nWhether working in partnership or on standalone programmes\, we promote good data practice through expert advice\, strong advocacy\, participatory events\, state-of-the-art research\, technical support and interactive training. \nopendatamanchester.org.uk \nOpen Data Manchester on Twitter.
